Clean Air 2025: Key changes to the programme and their impact on investments in windows and doors

The “Clean Air” program supports Poles in improving the energy efficiency of buildings, while contributing to the reduction of air pollution. Currently, the program has been suspended. According to plans, it will appear in a new version from 31.03.2025. During this time, it is planned that the National Fund for Environmental Protection and Water Management will introduce significant changes in the rules of the program, which will affect the way it is implemented and the conditions for granting subsidies. Window and door manufacturers and investors face new challenges and opportunities. Here's what to know about the upcoming changes.

What is the Clean Air Program?

“Clean Air” is a nationwide program supporting owners and co-owners of single-family houses in the modernization of buildings in terms of energy efficiency. Its main objectives are reduction of emissions of harmful substances into the atmosphere and reduction of energy consumption. Within the framework of the program, you can receive funding for the replacement of heat sources, the thermal modernization of the building, the installation of windows and doors with high insulation parameters and the installation of ventilation systems with heat recovery.

Since the beginning of Clean Air, billions of zlotys have been distributed, which has allowed thousands of households to reduce operating costs and improve the quality of life. However, 2025 brings a new stage of the program with tightened requirements.

When does the new round of Clean Air start?

From March 31, 2025 The updated “Clean Air” policy comes into effect. Key changes concern the criteria for awarding grants, the scope of qualified work and the mechanisms for controlling and monitoring the effectiveness of investments. The main goal of the changes is even greater reduction of energy consumption and CO2 emissions, which translates into stricter requirements for beneficiaries.

New rules for awarding Clean Air 2025 grants

The Clean Air 2025 program will come into force with new rules. The introduction of additional criteria is intended to further increase the energy efficiency of homes, as well as eliminate abuses of the program. Consequently, this means even stricter rules of the program. Below we will discuss the most relevant of them!

End of subsidies for gas stoves

One of the most important aspects of the new phase of the program is the completion of the subsidy for gas furnaces. This decision is due to the desire to move away from fossil fuels in favor of renewable energy sources. The grants will focus on investments in heat pumps, photovoltaic installations and other green heating technologies.

Energy assessment instead of energy audit

Until now, the condition for obtaining funding has been the energy audit of the building. A more comprehensive energy assessment will be introduced in the new edition of the programme. This is a detailed process that includes not only an analysis of the current state of the building, but also a forecast of its energy efficiency after carrying out the planned works. Such a requirement is intended to ensure an adequate energy standard, as well as to ensure that the investments will actually deliver the expected results.

More frequent checks and stricter criteria

Together with the new rules, the number of checks carried out by the bodies responsible for implementing the programme will increase. The inspectors will check the compliance of the investment with the project assumptions and the quality of the work performed. In addition, investments declaring significant energy savings will be particularly carefully analyzed. Beneficiaries should be prepared for the need to document each stage of implementation.

The condition of the surcharge for the thermal modernization of the building

One of the new requirements of the Clean Air program will be to carry out a comprehensive thermal modernization of the building. The energy demand after modernization must not exceed 120 kWh/m². This means that investors need to take care of achieving the required building standard, adequate insulation of walls, roofs, as well as replacing the opening joinery with products with high insulation parameters.

Three-pane windows, energy-efficient exterior doors and ventilation systems with recuperation will be key elements of investments eligible for grants.

Reduction of pre-financing up to 20%

In previous years, the programme offered pre-financing at 50% of eligible costs. From 2025, this level will be reduced to 20%. This change may affect investors' decisions, as they will have to bear higher own costs at the initial stage of the project. Nevertheless, the long-term savings resulting from reduced energy consumption may convince you to make a decision to upgrade.

Clean Air 2025 Program - Summary

The changes to the Clean Air Programme for 2025 introduce new challenges and requirements for beneficiaries. Key aspects, such as the end of subsidies for gas furnaces, the obligation to carry out comprehensive thermo-modernization or the reduction of the level of pre-financing, require careful planning and adjustment of investments.

The “Clean Air” program in the new formula aims to further improve the energy efficiency of Polish homes, while supporting the transition towards a more sustainable energy economy. For investors, this is an opportunity to improve the comfort of life and reduce operating costs in the long term.
